About this opportunity
The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency commercial demolition of the structure at 2965 Beaufait under an RFQ with questions due September 15, 2026 at 2:00 PM EST and proposals due the same day at 4:00 PM EST. Only vendors prequalified by the City of Detroit Non-Proposal Demolition Program are eligible to bid.
The scope encompasses pre-demolition due diligence, hazardous materials verification, demolition execution, debris removal and disposal, backfill and grading, and site finalization including sidewalk replacement and turf establishment. The structure is a vacant one-story masonry commercial building that has sustained storm damage with exterior walls and roof collapsed into the parcel and onto adjacent Benson Street; it presents imminent collapse risk and contains non-functional vehicles and open interior accessible to trespassers. The property is approximately 0.895 acres and 38,986 square feet. Work must comply with all federal, state, and local regulations and NESHAP requirements (40 CFR 61 Subpart M). Contractor personnel must hold asbestos awareness training and other applicable certifications. Installation of six-foot chain link fencing within three calendar days of Notice to Proceed is required. Operations occur Monday through Friday, 7:30 a.m. to 5:30 p.m., adjusted for sunrise/sunset. Emergency timelines must be met regardless of frost laws. The City of Detroit Backfill platform must be used to source backfill material from Category 2 approved sources. Effective August 1, 2026, the Detroit Water and Sewerage Department will remove any lead service lines within five business days upon receipt of BSEED Open Hole Approval, during which demolition work will be placed on hold.
Evaluation is on price alone; lowest responsive and responsible bid prevails. Payment is Net 30. Contractors are not responsible for wrecking and hydrant permits but must cover hydrant re-inspection fees of $1,920 if the hydrant fails on commercial structures. Quotes remain binding for 120 calendar days following the due date. Award consideration includes local preferences. Within five business days of award notice, the successful vendor must provide 100% performance and payment bonds and certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. Bidders must conduct on-site visits, submit date-stamped photographs combined into a single PDF, and complete a fencing plan in PDF format using Detroit Parcel Viewer or similar aerial mapping software. All bid documents must be submitted as individual files through the City of Detroit Oracle iSupplier Portal.
