About this file
This is an RFP note for inclusion in a solicitation issued by the City of Detroit's Construction & Demolition Department (CDD) in coordination with the Building, Safety Engineering and Environmental Department (BSEED) for emergency commercial demolition services at 2965 Beaufait in Michigan. The project involves the demolition of a one-story masonry commercial building that has sustained storm damage, with exterior walls and roof collapsed into the parcel and onto adjacent Benson Street and sidewalk. The structure presents imminent collapse risk, contains multiple non-functional vehicles, and poses hazards due to open interior accessible to trespassers. The property is bounded by Benson Street to the north, Beaufait to the east, an alley to the west, and includes vacant parcel space to the south. The emergency demolition timeline must be met regardless of whether Frost Laws are in effect, indicating expedited project completion requirements.
The awarded vendor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will be notified upon receipt of BSEED Open Hole Approval to verify existing water service line material and remove any lead service lines within five business days, during which time the demolition project will be placed on hold. The successful contractor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, which governs contractor performance and compliance. No changes to demolition scope of services or contractor responsibilities result from the DWSD lead service line removal process, though the CDD will track hold dates and release dates in Salesforce to ensure accurate documentation of contractor performance timelines.

DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
