About this opportunity
Eagle Mountain City, a rapidly growing municipality in Utah County with approximately 75,000 residents, is soliciting proposals for Sewer Trunkline 30% Design and Preliminary Engineering services through a Request for Proposal (RFP) process. The procurement encompasses 13 comprehensive tasks including project management, data collection and survey work, hydraulic evaluation, alignment alternatives analysis, utility conflict identification, geotechnical review, right-of-way assessment, environmental and permitting review, construction phasing analysis, Opinion of Probable Construction Cost (OPCC) development, and preparation of 30% design drawings with a preliminary engineering report. All deliverables must be completed within 90 days of contract execution, with final project deliverables due July 31, 2026. The RFP requires qualified engineering firms or individuals experienced in water/wastewater infrastructure design to demonstrate firm experience and qualifications (25% weight), project team experience and qualifications (25% weight), functional approach (20% weight), technical approach (17% weight), and cost competitiveness (10% weight). Critical deadlines include a mandatory prebid meeting on April 7, 2026 at 3:00 PM at 2565 N Pony Express Parkway, Eagle Mountain, Utah 84005; a question submission deadline of April 8, 2026 at 5:00 PM; proposals due April 14, 2026 at 12:00 PM through the State of Utah's Public Procurement Portal; and an anticipated contract award date of April 21, 2026. Respondents must submit proposals in a prescribed format not exceeding 15 single-sided pages organized into five tabs (letter of transmittal, executive summary, detailed discussion, cost proposal, and bid form with certificate of insurance) and must already be prequalified as vendors with Eagle Mountain City.
While the RFP documents do not specify set-aside designations or restrictions limiting participation to disadvantaged enterprises or specific organization types, all responding firms must provide proof of insurance at proposal submission and maintain comprehensive insurance coverage upon contract award, including general liability of at least $1,000,000 per occurrence and $3,000,000 aggregate, commercial automobile insurance with $1,000,000 combined single limit, architect and engineer professional liability (errors and omissions) insurance of $1,000,000 per claim and $3,000,000 aggregate, valuable papers and records coverage, and workers' compensation. No incumbent vendors or current contractors are identified in the procurement documents. The City reserves the right to reject any or all proposals and may require oral presentations from the top three scoring firms before final award determination. Specific budget ranges or award values are not disclosed in the available RFP materials; however, cost will represent only 10% of the total evaluation score, indicating that technical qualifications and approach are prioritized over price. The RFP administrator is Melissa Yates, Purchasing Agent, at (801) 789-6641 or Myates@EagleMountain.gov, who should be contacted with questions or for additional information regarding this opportunity.
