About this opportunity
The West Virginia Department of Administration Purchasing Division is requesting quotes on the modernization of fifteen elevators across five state facilities in Charleston and Beckley, with quotes due September 3, 2026, and two mandatory consecutive pre-bid meetings on August 11 and 12. This is a fixed-period construction project with significant bond and performance requirements.
The scope covers Buildings 1, 3, 6, and 13 at the WV State Capitol Complex in Charleston and Building 23 at 407 Neville Street in Beckley. Final completion deadlines are 810 calendar days for Buildings 3, 6, 13, and 23, and 420 calendar days for Building 1 (or by December 31, 2027, whichever is earlier). Pricing must be submitted as a lump sum base bid plus unit prices for masonry and restoration work on Exhibit A; unit prices are included in evaluation but apply only to post-award change orders.
The vendor must demonstrate a minimum of three successfully completed projects involving multiple elevator modifications, including at least one modernization of an elevator in a building on the National Historic Register. Compliance with West Virginia's local labor market hiring requirement mandates that seventy-five percent of employees be hired from the local labor market. Liquidated damages are assessed at $500 per day for Buildings 3, 6, 13, and 23 and $1,000 per day for Building 1 for each day beyond the final completion deadline.
The vendor must provide a bid bond equal to five percent of the total bid amount, plus performance and labor/material payment bonds each equal to 100 percent of the contract value. The State reserves the right to withhold up to ten percent retainage from progress payments, with a minimum of five percent retained per building to cover interim and warranty maintenance. Contract award will be made to the lowest qualified responsible bidder. Vendor technical questions are due August 27 at 12:00 PM EST. Contracting officer David H. Pauline is available at 304-558-0067 or david.h.pauline@wv.gov.
