About this opportunity
The State of Delaware, Executive Department, Office of Management and Budget, Government Support Services is requesting proposals for electrical contractor services under RFP GSS27748-ELECTRICIAN, with proposals due October 1, 2026 at 3:00 p.m. and questions due September 11, 2026. The contract establishes a prequalified statewide vendor list for electrical services with undetermined quantities and individual project scopes not exceeding $45,000.
All vendors must be professionally licensed electrical contractors registered with the Delaware Supplier Portal and comply with prevailing wage requirements across all work, regardless of location, as determined by the Delaware Department of Labor. Contractors must register with the Delaware Department of Labor under the Contractor Registration Act (19 Del. C. § 3601 et seq), maintain workers' compensation insurance, and carry Commercial General Liability of $1,000,000 per occurrence/$3,000,000 aggregate and Automotive Liability coverage. If employing ten or more employees, contractors and subcontractors must submit a notarized Affidavit of Craft Training Compliance prior to purchase order execution.
The scope encompasses planning, installing, repairing, and connecting electrical system components; testing system performance; and verifying safety and compliance. The bid table requires hourly rates across five technician classifications—Apprentice, Journeyman, Limited Electrician, Low Voltage, and Master Electrician—across Kent County, New Castle County, and Sussex County, with separate pricing for standard business hours (Monday–Friday), after-hours, and emergency services (24/7 with mandatory 2-hour response). Solar photovoltaic design, installation, integration, testing, commissioning, and maintenance services are included; vendors must identify NABCEP-certified solar technicians and describe self-performed versus subcontracted work.
The contract runs February 1, 2027 through January 31, 2029, with pricing fixed through January 31, 2028, plus three optional one-year renewals and month-to-month extension for up to three months thereafter. Evaluation is scored on 100 points: technical capacity and ability (30 points), personnel qualifications and experience (15 points), emergency responsiveness and two-hour emergency capacity (5 points), organizational background and stability (10 points), experience delivering electrical equipment and services (10 points), references (10 points), and pricing (20 points). Multiple awards are permitted. Addendum 1 (September 14, 2026) revised the bid table format and clarified pricing submission categories. Vendors must submit three business references of similar scope and value and report quarterly on second-tier subcontractor diversity spending.
