About this opportunity

The State of Delaware Office of Management and Budget Government Support Services is requesting proposals for electrical contractor services under RFP GSS27748-ELECTRICIAN, with proposals due October 1, 2026 at 3:00 p.m. and questions due September 11, 2026 at 4:30 p.m.

The solicitation seeks to establish a pre-qualified roster of professionally licensed electrical contractors to provide high-voltage and low-voltage electrical services to state agencies, school districts, political subdivisions, municipalities, and higher education entities receiving state funds. Individual project values do not exceed $45,000. Services span five electrician classifications — Apprentice, Journeyman, Limited Electrician, Low Voltage, and Master Electrician — across three counties: Kent, New Castle, and Sussex. Bidders may respond for one, multiple, or all three counties. Vendors must submit hourly rates for standard business hours (Monday–Friday), after-hours (Monday–Friday), and emergency 24/7 service with a 2-hour response requirement. Contractors must hold professional licensure, carry workers' compensation and general liability insurance ($1 million / $3 million minimum), automotive liability ($1 million combined single limit), and complete background checks for employees accessing state property or vulnerable populations. Prices must remain firm through January 31, 2028.

The initial contract term runs February 1, 2027 through January 31, 2029, with three optional one-year renewals and potential month-to-month extensions up to three months. Prevailing wage rates as specified in Appendix F apply. Vendors must submit monthly usage reports by the 15th of each month and quarterly subcontracting reports detailing diversity supplier participation.

Evaluation applies a 100-point scoring system: technical capacity and scope readiness (30 points), personnel qualifications (15 points), responsiveness and emergency capability (5 points), organizational stability (10 points), electrical equipment and services experience (10 points), references (10 points), and pricing (20 points). The State reserves the right to award multiple vendors, make partial awards, reject all proposals, and conduct best and final negotiations. Award is anticipated within 90 days of opening. Written answers to questions will be posted by September 18, 2026. The contract is available for cooperative use by other states and governmental entities.
