Ocean County College, on behalf of the Barnegat Bay Partnership, is requesting qualification statements from firms and organizations able to provide ecological engineering services for habitat restoration projects in the Barnegat Bay and its watershed, with statements due August 11, 2026 at 11:00 a.m.
This is a "fair and open" procurement under New Jersey law (N.J.S.A. 19:44A-20.4 et seq.) subject to political contribution disclosures and compliance with affirmative action, equal employment opportunity, Americans with Disabilities Act, and anti-discrimination provisions. Respondents must hold valid New Jersey Business Registration Certificates and comply with prevailing wage requirements under the New Jersey Prevailing Wage Act and Public Works Contractor Registration Act where applicable.
The scope encompasses tidal wetland restoration, use of dredged material for habitat restoration, living shorelines, stream restoration, stormwater management projects including basin retrofits and green stormwater infrastructure, large-scale plantings and earthwork, and other watershed restoration activities. Selected firms and organizations will be placed on a "Qualified List" and subsequently solicited for project-specific quotations on an as-needed basis; qualification does not guarantee participation in projects.
The contract term runs from July 1, 2026 through June 30, 2027. Respondents must demonstrate professional, administrative, and financial capabilities to perform these services. Vendor questions are due July 29, 2026 at 3:00 p.m. EDT. Anticipated contract awards are August 27, 2026. Submissions may be made by mail, hand delivery, the Bonfire procurement platform, or email to purchasing@ocean.edu. All costs incurred by respondents in preparing qualification statements are the respondent's sole responsibility with no reimbursement provided.
