Ocean County College RFQ 26-27 Q-1784 - Ecological Engineering Related Services
This is a Request for Qualifications (RFQ) issued by Ocean County College's Purchasing Department on behalf of the Barnegat Bay Partnership to establish a qualified vendor pool for ecological engineering-related services on an as-needed basis for fiscal year 2027. The College seeks to qualify multiple firms and organizations capable of performing habitat restoration projects within the Barnegat Bay and its watershed, including tidal wetland restoration, dredged material utilization for habitat restoration, living shorelines, stream restoration, stormwater management projects with basin retrofits and green infrastructure, large-scale plantings, earthwork, and other watershed restoration activities. The RFQ opened on July 17, 2026, with vendor questions due by July 29, 2026 at 3:00 PM EDT. Qualification statements must be submitted by August 11, 2026 at 11:00 AM, with anticipated contract awards on August 27, 2026. The contract term runs from July 1, 2026 through June 30, 2027. Submissions may be made via mail, hand delivery, the Bonfire procurement platform, or email to purchasing@ocean.edu. Selected firms will be placed on a "Qualified List" and subsequently requested to provide project-specific quotations; inclusion on the list does not guarantee participation in projects.
Respondents must demonstrate professional, administrative, and financial capabilities to perform the services and comply with all applicable prevailing wage requirements if applicable. The College is conducting this procurement as a "fair and open" process under New Jersey law (N.J.S.A. 19:44A-20.4 et seq.), requiring political contribution disclosures and compliance with affirmative action, equal employment opportunity, Americans with Disabilities Act, and anti-discrimination provisions. Vendors must possess valid New Jersey Business Registration Certificates and comply with prevailing wage requirements under the New Jersey Prevailing Wage Act and Public Works Contractor Registration Act. The College reserves the right to reject any responses, modify the procurement schedule, request additional information, or terminate the process at its sole discretion. All costs incurred by respondents in preparing qualification statements are the sole responsibility of the respondent, with no reimbursement provided. Respondents must provide comprehensive submission requirements including executive summaries, letters of qualification and intent, business and management history, licensing confirmation, professional experience descriptions with relevant project examples, references, and various compliance certifications.
