Miami-Dade County's Strategic Procurement Department on behalf of the Water and Sewer Department is soliciting design and engineering services for water treatment plant improvements under NTPC E26WS01, with proposals due July 20, 2026 at 2:00 PM and a pre-submittal project briefing on June 23, 2026 at 1:30 PM. The County intends to retain three qualified A/E consultants under Professional Services Agreements with an estimated contract amount of $20 million per agreement over a six-year term plus a two-year renewal option, with no minimum work or compensation guaranteed to any consultant. Work assignments among the three retained firms will use a rotational methodology based on workload, team capabilities, project location, scheduling, infrastructure familiarity, and conflict of interest considerations. The scope encompasses design, planning, and implementation services for renewal, replacement, and expansion projects; hydraulic and process modeling; permitting assistance; construction administration; and post-construction inspection across multiple facilities including Alexander Orr, John E. Preston, Hialeah, and South Miami-Dade Water Supply System plants located throughout Miami-Dade County. Primes must hold technical certifications in water and sanitary sewer systems–water treatment plants, general structural engineering, general mechanical engineering, general electrical engineering, and general civil engineering, and must demonstrate substantial experience on two successfully designed, constructed, and operational water treatment plants with a permitted capacity of at least 50 MGD completed within seven years of the solicitation date. A 15% Small Business Enterprise A/E participation goal applies to each agreement. Locally headquartered business status will be evaluated. Arcadis U.S., Inc. and Planning and Economics Group, Inc. are precluded from participation. All proposals must comply with Miami-Dade County's Sustainable Buildings Program requirements and address organizational conflicts of interest. Questions are due June 29, 2026 at 2:00 PM. A Miami-Dade County Inspector General audit fee of 0.25% of the total contract amount will be deducted from progress payments.
