About this opportunity

Franklin County Board of Commissioners, on behalf of the Franklin County Office on Aging, is requesting proposals for Durable Medical Equipment (DME) services under RFP 2026-11-16, with proposals due October 28, 2026 at 2:00 p.m. EST and a pre-proposal conference on September 30, 2026 at 3:00 p.m. EST via Microsoft Teams.

The scope encompasses 35 equipment types serving Franklin County residents aged 60 and older, including bathroom safety equipment (rails, shower chairs, transfer benches, raised toilet seats), mobility aids (walkers, canes, rollators), and digital monitoring devices. Annual estimated quantities per item type range from 5 to 135 units. The awardee must maintain physical facilities in Ohio, check the County's Enterprise Case Management System twice daily for orders, deliver non-installation items within 5–7 business days and installation items within 10–14 business days, and maintain comprehensive insurance coverage including general liability, umbrella, automobile, cyber, and professional liability. Vendors must demonstrate three years of business history and comply with all Ohio Revised Code provisions and applicable federal, state, and local laws.

The County intends to award one contract but reserves the right to award multiple contracts at its discretion. The initial contract term runs January 2027 through 2028, with three optional one-year extension periods available at the County's discretion. Pricing shall be firm and fixed, inclusive of administrative costs, delivery, installation, and shipping. Monthly billing will be based on authorized and delivered units, with the County paying typically within 45 days of invoice receipt.

Franklin County's Small and Emerging Business Enterprise (SEBE) information form is included in the package for statistical purposes only and does not factor into award decisions. Written questions are due October 7, 2026 by 5:00 p.m. EST, with answers posted by October 16, 2026. Proposal documents are available at https://bids.franklincountyohio.gov/ or from Sandra Hernandez, Bidding Coordinator, at Sandra.Hernandez@franklincountyohio.gov.
