About this opportunity

Palm Beach County is soliciting sealed bids for Drainage and Minor Continuing Services (Project 2026056), a countywide continuing-services contract for drainage maintenance, repair, and minor construction work on an as-needed basis, with bids due September 15, 2026 at 2:00 PM. A non-mandatory pre-bid meeting is scheduled for August 20, 2026 at 2:00 PM at the Engineering and Public Works Department, 3rd Floor Conference Room, 2300 North Jog Road, West Palm Beach, Florida, with a Webex option available.

A mandatory 15% Small Business Enterprise (SBE) subcontracting participation goal applies. Bidders unable to meet the goal must submit a waiver request with good-faith-effort documentation by the bid due date. Respondents must complete Schedule 1 and Schedule 2 documenting all subcontractors and their scope of work, along with OSBD subcontractor schedules.

The contract encompasses 151 unit-priced pay items across six categories: Emergency Response (under 6 hours, 6–24 hours, 24–72 hours); Roadway (asphalt removal, excavation, base installation, paving, milling, pavement marking); Drainage (storm sewer cleaning and pumping, pipe installation and removal in concrete, HDPE, and PVC from 15" to 72" diameter, cured-in-place pipe lining, inlet and manhole construction and adjustment, dewatering); Concrete (miscellaneous concrete work, flowable fill, chemical grout repairs, curb and gutter, sidewalk, and tactile surfaces); Landscaping (seeding, mulching, sodding); and Miscellaneous (steel sheet piling, mailbox resets, turbidity barriers). All unit prices must include survey layout, maintenance of traffic, mobilization, clearing and grubbing, and as-builts. No cost increases are permitted from year one to subsequent years. The county does not guarantee any minimum work volume.

The contract term is eighteen months from Board approval, with an option to extend for up to thirty-six months total through mutual written agreement. Work orders will be issued on an as-needed basis with thirty-day completion timelines unless otherwise specified. The county reserves the right to award the contract to multiple contractors on an item-by-item or all-or-none basis.

Bidders must submit a Qualifications and Experience Package documenting at least two similar projects completed within the last five years, resumes of key staff at superintendent level or above, and equipment schedules. A bid bond equal to 5% of total bid amount is required; the bond is waived for bids under $50,000 and for bids $50,000–$200,000 with an executed Intent to Participate in Bond Waiver Program affidavit. All bidders and subcontractors must be registered in the County's Vendor Self Service system prior to award. Contract documents are available online at https://pbcvssp.pbc.gov/vssprd/Advantage4 or in hard copy for a non-refundable $40 fee. Questions should be submitted via email to ENG-RoadwayBids@PBC.GOV with subject line "RFI: 2026056 Drainage and Minor Continuing Services." Recording of the pre-bid meeting is available upon request by calling (561) 684-4150.
