All referred staff must be credentialed and competent with current licensure, certification, immunization status, and CPR certification. Proposers are responsible for staff housing, transportation, parking, and orientation compensation. The City may award contracts to up to three qualified proposers, with work assigned on an as-needed basis through a Task Order Proposal process.

Pricing remains fixed for the initial three-year term, with optional year adjustments limited to the Consumer Price Index percentage change for the San Francisco-Oakland-Hayward region. The estimated contract value is below $10 million over three years with seven potential one-year renewal options at the City's sole discretion. Contractors must comply with San Francisco's Minimum Compensation Ordinance (at least $25,000 annual business and more than five employees), Health Care Accountability Ordinance (at least $25,000 cumulative annual business and more than 20 employees, or $50,000 and 50 employees for nonprofits), prevailing wage requirements, and maintain Commercial General Liability and Professional Liability insurance of $1 million each, plus Cyber and Privacy Liability insurance of $5 million. Performance metrics require greater than 90 percent registry request fulfillment and 100 percent onboarding clearance compliance, stratified across all five facilities. Questions deadline is September 8 at 5:00 p.m. PT; Q&A addendum posts September 11. Estimated award announcement is October 2026 with contract start January 1, 2027.
