About this opportunity
The City and County of San Francisco, Department of Public Health is requesting proposals for as-needed radiation safety consulting services with proposals due October 14, 2026 at 2:00 PM PT, and a pre-proposal conference scheduled for September 22, 2026 at 11:00 AM PT via Microsoft Teams.
The scope requires a qualified Radiation Safety Officer and support staff to provide regulatory compliance activities, nuclear medicine program development, audits, personnel dosimetry oversight, training, documentation management, and consultation during regulatory inspections to enable DPH's continued compliance with applicable radiation safety regulations and support development of future radiation-producing services.
Cost proposals must include all-inclusive hourly rates for three staffing categories: Radiation Safety Consulting Officer (estimated 850 annual hours), Support Staff #1 (200 hours), and Support Staff #2 (100 hours), totaling 1,150 hours annually. Rates must encompass salaries, administrative fees, travel, and personnel-related expenses. The estimated hours are provided for evaluation purposes only and do not constitute a minimum work commitment or determine final contract value.
San Francisco's standard contract terms govern the agreement, including prevailing wage requirements under San Francisco Labor and Employment Code Articles 101-107, Minimum Compensation Ordinance compliance, and mandatory Local Business Enterprise (LBE) subcontracting participation with available rating bonuses ranging from 5 percent to 10 percent depending on LBE classification and contract value. Proposers must carry Commercial General Liability ($1,000,000), Professional Liability Insurance ($1,000,000), Workers' Compensation, and Cyber and Privacy Liability Insurance ($1,000,000–$2,000,000). The contract requires HIPAA compliance for protected health information and compliance with San Francisco nondiscrimination and healthcare accountability ordinances.
Required submissions include Contact Information Cover Sheet, Non-Collusion Affidavit, Reference Form (three prior contracts), CMD LBE Form 2A, Cost Proposal, Chapter 12L Compliance Form (if applicable), MCO Declaration, HCAO Declaration, and First Source Workforce Projection Form via DocuSign. Questions are due September 29, 2026 at 5:00 PM PT, with Q&A addendum estimated October 6, 2026. Award announcement is estimated for November 13, 2026, with contract start March 1, 2027.
