About this opportunity

The North Carolina Department of Administration, Division of Purchase & Contract is soliciting bids for a statewide term contract to supply truck bodies across seven categories—Utility and Crane, Van, Platform, Fuel and Lube, Dump, Herbicide Sprayer, and Traffic Control Cone bodies—with bids due August 18, 2026 at 11:00 AM ET and a non-mandatory pre-bid conference on July 14, 2026 via Microsoft Teams.

The contract is mandatory for state departments and most state agencies; non-mandatory state agencies and other eligible entities may participate without further competition. Bidders must be registered with the North Carolina Secretary of State and the state's eVP system, comply with E-Verify requirements, maintain financial stability, and demonstrate price reasonableness by showing that pricing offered to North Carolina equals or betters pricing provided to similarly situated governmental entities (other state contracts, GSA, NASPO ValuePoint, Veterans Administration, or Department of Defense).

Truck bodies are specified for installation on Ford F-350, F-450, and F-550 chassis and Freightliner SD114 trucks with varying wheelbase configurations and GVWR ratings up to 35,000 pounds. Specifications emphasize salt air and snow removal environments with paint systems certified for 5,000-hour salt spray testing (ASTM B117), Grade 50 steel and SSAB Strenx structural materials, Federal Motor Vehicle Safety Standards–compliant LED lighting, and specialized equipment including electric over hydraulic hoist systems and body prop safety supports. Vendors must provide complete technical documentation and certified salt spray fog testing results.

The estimated spend over the five-year initial contract term is $23 million based on historical usage, though no maximum or minimum quantities are guaranteed. Award will be made on a line-item low-cost basis by category, with the lowest two responsive bidders per category receiving awards provided they can supply all items within their bid category. Delivery shall be FOB Destination to any requested location within North Carolina within 120 consecutive calendar days after purchase order receipt, with vendors maintaining at least a 95 percent on-time shipment rate. Warranty coverage must be at least twelve months or the manufacturer's warranty, whichever is longer. Vendors must provide eight hours minimum of training at four statewide locations and submit quarterly spend reports. The anticipated contract award date is September 15, 2026. Written questions are due July 24, 2026, with state responses by August 7, 2026.
