About this file

This is Solicitation Addendum 1, issued on August 5, 2026, by the North Carolina Department of Administration, Division of Purchase & Contract, modifying the statewide term contract for truck bodies (Solicitation Number DPC-1994809374-BP). The addendum removes the Historically Underutilized Businesses (HUB) Participation requirements and section in compliance with NC Session Law 2026-41 enacted July 7, 2026, and clarifies specifications for truck bodies across multiple categories including Utility and Crane Bodies, Van Bodies, Platform Bodies, Fuel and Lube Bodies, Dump Bodies, Herbicide Sprayer Bodies, and Traffic Control Cone Bodies. Specifications are provided for various truck models including Ford F-350, F-450, and F-550 chassis and Freightliner SD114 trucks. The bid opening date remains August 18, 2026, at 11:00 AM ET. The addendum modifies Attachment S (Specifications Catalog) across multiple categories to add requirements for five shelf dividers and two extra service body keys in Category A utility and crane bodies, and standardizes lamp specifications across multiple body categories by replacing language permitting "approved functional" equivalents with "functional equivalent" for Truck-Lite LED lighting components.

The addendum addresses vendor questions clarifying that Virginia dealers are eligible to bid, North Carolina will drop ship chassis to awarded vendors for installation, loose bodies are required for Category A with installation to be performed by NCDOT, and that only bedlined bumpers are required (not additional bedliner options). The state clarifies that Knapheide model numbers establish minimum requirements for dimensions, materials, quality, and performance, but other manufacturers meeting these standards are acceptable. The pricing workbook files for Platform Bodies and Options pricing were unlocked to allow vendor input. No deviations from specifications are permitted. The addendum requires all vendors to sign and return this document with their response; failure to do so may result in rejection of the bid response. Existing contract terms, conditions, and requirements remain unchanged.

1. The following are questions received about the Solicitation and the State’s response:

Question #
Document Section
Vendor Question
State’s Response
1
Attachment A: Pricing Workbook
For the pricing file, "DPC-1994809374-BP" Attach A, the Contract Price for Platform Bodies and Unit Price for all of the Options appears to be locked. Is there a way to unlock them or can we get a new file?
Attachment A: Pricing Workbook, Category C: Platform Bodies, Contract Price column has been unlocked.

On this same document, Options Pricing tab, Unit Price column has been unlocked.

The file has been replaced in the Electronic Vendor Portal.

2
General
Are Virginia dealers allowed to submit bids for this solicitation
Yes.
3
General
I wanted to confirm that the state of North Carolina will drop ship or deliver the chassis to the awarded vendors in order to complete the selected body installation.
Yes, North Carolina buying entities will drop ship cabs and chassis to the truck body manufacturers.
4
Attachment S: Specifications Catalog, Category A: Utility and Crane Bodies
Are you requesting that all the pricing be for loose bodies? The other categories have a description that states "Complete and ready for operation" but this section does not include that. If so, are we to provide any type of pricing for installation or accessories needed to complete the entire installation? The crane bodies require a lot of technical work to make them functional. We would have concerns with selling those loose.
The State of North Carolina is requesting pricing for loose bodies for this category.

The NC Department of Transportation will perform the installation. Other Purchasing Entities may request a quote for installation if needed

5
Attachment S: Specifications Catalog, Category A: Utility and Crane Bodies
CAT A says to include bedliner. We have multiple bedliner options (bumper, cargo floor, cargo sides and tops). These options can be combined too. Please advise what should be included.
The Application and Notes section of the Category A headers states that “All bodies shall include Bedlined Bumper…” No other bedliners are required.
6
Attachment S: Specifications Catalog, Category A: Utility and Crane Bodies
Previous State Contracts included multiple standard accessories in the body pricing (horizontal shelving on driver's side, five additional shelf dividers, compartment lights and two extra service body keys).

Are those not to be included anymore?

See Modification #2: Requirements for 5 Shelf Dividers and 2 extra service body keys has been added to the Application and Notes section in the header of Attachment S: Specifications Catalog, Category A: Utility and Crane Bodies

7
Attachment S: Specifications Catalog, Category C: Platform Bodies
Are alternatives or deviations allowed to be offered on any/all of the bodies as warranted as long as they are documented?

Example: Dump body spec from NCDOT requires a body floor of "Grade 50, 3/16" steel". Is any deviation of this requested spec acceptable?

Deviations for any specification will not be accepted.

8
Attachment S: Specifications Catalog, Category A: Utility and Crane Bodies
For the vendor specifications catalog, category A for utility and crane bodies states the reference part numbers are Knapheide model numbers.

Does this mean only Knapheide products can be offered for this section?

No. The Knapheide model numbers referenced establish the minimum requirement for dimensions, materials, quality and performance. Other manufactured products that meet this standard will be deemed acceptable.

ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME
