The project is subject to Minnesota prevailing wage requirements under Statutes 177.30-32, 177.41-44, 16B, and 16C.

All responses must be submitted electronically through the Swift Portal; no email or faxed submissions will be accepted. The bid consists of three line items: Mobilization (lump sum), Clearing and Grubbing (lump sum), and Aggregate Surfacing, Class 5 (110 cubic yards at a per-cubic-yard rate). Unit prices must include labor, materials, tools, transportation, equipment, sales tax, use tax, and all other costs necessary for project completion.

Prime contractors must have substantially completed at least two written and verifiable contracts of similar scope since January 2022, with one contract valued at $5,000 or greater, and must provide verifiable references with property owner contact information and substantial completion dates. Contractors must certify they have not been found in default or had a contract terminated for cause within the last 36 months and have not received willful or repeated OSHA safety citations with final orders within that period. Equipment must be thoroughly cleaned before entering the site to prevent invasive weed spread. Operators must have a minimum of 150 hours of experience operating the specific equipment type assigned. Project completion is due by November 30, 2026. Award will be made to the lowest responsible vendor meeting all specifications and terms, with the State reserving the right to award items separately, by grouping, or by total as deemed most advantageous. Site visits can be arranged by contacting Derek Wagner at 218-429-3019 or derek.wagner@state.mn.us. Questions should be directed to Barbara Swanson at 651-259-5239 or Barbara.Swanson@state.mn.us.
