About this opportunity

The South Carolina Department of Transportation (SCDOT) is requesting bids on polyethylene brine tanks for District 4 under an Invitation for Bid, with offers due August 27, 2026 at 2:30 PM and questions due August 12, 2026 at 12:00 PM.

The scope comprises four 5,500-gallon CAPTOR containment tanks and one 3,000-gallon CAPTOR containment tank for initial delivery to Lancaster and Union Maintenance facilities, with provisions to purchase up to four additional 5,500-gallon tanks and four additional 3,000-gallon tanks on an as-needed basis for maintenance facilities throughout SCDOT District 4, covering Cherokee, Chester, Chesterfield, Fairfield, Lancaster, Union, and York Counties. All tanks must meet ASTM D1998-21 specifications and include standard liquid level indicators. The 5,500-gallon model specification includes an 18-inch threaded and vented manway with 15-inch access, multiple PVC fittings with EPDM seals, foam insulation availability with increased diameter of 4 to 6 inches, and protective plastic covering. All external piping must be independently supported, and all dimensions on rotational molded parts are subject to a 3% tolerance. Suppliers must provide fabrication, fitting layout, approval drawings, final production drawings, South Carolina oversize-load permits, and on-site engineering support including site visits before and after installation.

The contract term is two years from September 8, 2026 to September 7, 2028. Award is anticipated September 8, 2026. Pricing must be submitted as fixed unit prices for each tank configuration, with freight pricing based on full truckload shipments of two tanks; the state bears additional charges for less-than-truckload shipments. Delivery is required within four months of purchase order receipt. The contractor must maintain Commercial General Liability insurance of at least $1 million per occurrence and Worker's Compensation insurance as required by South Carolina. Award will be made to the lowest responsible and responsive bidder, subject to approval by the Secretary of Transportation and Deputy Secretaries. No pre-bid conference or site visit is required. South Carolina vendor registration and compliance with all applicable state procurement regulations are mandatory.
