About this opportunity

The South Carolina Department of Transportation (SCDOT) is soliciting for structural steel fabrication, welding, bolting, painting, and driven pile foundations for bridge construction projects in District 4, with proposals due September 30, 2026.

The scope encompasses rolled beams, plate girders, high-strength bolts, welds, elastomeric bearing pads, and steel piling materials with installation. Fabricators must hold AISC certification; field welders must be SCDOT-certified. The work requires comprehensive shop fabrication including material testing, welding procedures, bolt assembly verification, and camber specifications, followed by field erection protocols. Paint systems (PS1 and PS2) are specified with detailed surface preparation, primer, intermediate, and finish coat requirements including dry film thickness standards. Paint applicators and subcontractors must each demonstrate a minimum of two years of experience applying the specified paint system on structural steel bridges.

Quality assurance includes radiographic and ultrasonic testing of welds. The contractor bears costs for Quality Control nondestructive testing; the Department covers Quality Assurance testing. Repair testing costs are the contractor's responsibility. Contractors must submit Structural Field Welding Quality Control Plans a minimum of 30 days before field welding commences and provide 14-day advance notice of shop fabrication and field welding start dates.

Structural steel is priced either by unit weight per pound or lump sum, with computed weights based on nominal manufacturer specifications and deductions for copes and holes. Paint application for new structural steel is included in bid prices and is not separately compensated. All materials must comply with Qualified Products Lists and be supported by Mill Test Reports and Certified Test Reports demonstrating AASHTO and ASTM standards compliance.
