About this file
This is Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) Procurement Office for District 4 Steel-Piles. The solicitation encompasses structural steel fabrication, welding, bolting, painting, and driven pile foundations for bridge construction projects in District 4. Bidders must submit offers online at www.procurement.sc.gov by October 1, 2026 at 14:30, with questions due by September 25, 2026 at 12:00. Award will be posted on October 13, 2026. The solicitation requires a single signed offer submission, and offerors must hold their bids open for a minimum of thirty calendar days after the opening date. The procurement officer is Ronnice Ferrell, reachable at 803-385-4230 or Ferrellrh@scdot.org. Solicitation number 5400030231 was issued on September 28, 2026.
This amendment clarifies key contract terms through question-and-answer provisions. Lines 0007, 0008, and 0009 represent freight-per-truckload pricing for Years 1, 2, and 3 respectively, and must cover transportation to any District 4 delivery location regardless of the steel supplier's point of origin. The awarded contractor may utilize a qualified transportation subcontractor for the freight portion but remains responsible for delivery compliance; SCDOT will compensate the prime contractor under the applicable contract line. Transportation subcontractors need not be identified in the initial offer submission unless the offeror elects to identify one. The freight lines are not available for separate award and must be included as part of the overall steel-pile contract bid submitted to one offeror.

QUESTIONS FROM OFFERORS-AMENDMENT
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING
FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS
RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE’ SHOULD BE READ WITHOUT
REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-
REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT
FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART
OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE
ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL
PROVISION. STRICKEN TEXT IS DELETED. [02-2A097-1]
QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.
QUESTION #1:
Are Lines 0007, 0008, and 0009 intended to cover freight transportation to any of the District 4 delivery locations identified in the solicitation, regardless of the steel supplier's point of origin?
SCDOT Response:
No Change. Yes. Lines 0007, 0008, and 0009 are the freight-per-truckload pricing lines for Years 1, 2, and
3, respectively. The applicable line price must cover transportation to any District 4 delivery location listed in the solicitation, regardless of the steel supplier’s point of origin. The solicitation’s delivery requirements remain unchanged.
QUESTION #2:
May the prime contractor/steel supplier utilize a qualified transportation subcontractor to perform the freight portion of the contract?
No Change. Yes. The awarded contractor may use a transportation subcontractor to perform the freight portion of the contract. The awarded contractor remains responsible for delivery in accordance with the solicitation, and SCDOT will pay the awarded contractor under the applicable contract line.
QUESTION #3:
If subcontracting is permitted, does the transportation subcontractor need to be identified in the offer submitted by the prime contractor?
No Change. The solicitation does not require a transportation subcontractor to be identified in the offer. If an offeror identifies a subcontractor, the solicitation’s required qualifications information applies to that identified subcontractor. The solicitation’s requirements remain unchanged.
QUESTION #4:
Is the freight portion available for a separate award to a transportation company, or must Lines 0007–0009 be awarded as part of the overall steel-pile contract to the successful prime contractor?
No Change. No. The freight lines are part of the steel-pile contract and are not available for a separate award. The solicitation provides for award to one offeror; the successful offeror must include pricing for
Lines 0007 through 0009 as part of its bid.
