About this opportunity

The Indiana Department of Education is requesting proposals for a training provider to design and deliver a comprehensive Facilitated Individualized Education Program (FIEP) dispute resolution training program, with bids due July 24, 2026 at 2:00 p.m. ET. The written question deadline is June 29, 2026 at 2:00 p.m. ET, with IDOE responses due by July 8, 2026.

The scope calls for virtual training delivered to up to 16 facilitators (mediators, former hearing officers, and individuals knowledgeable in case conference committee processes) to conduct facilitated IEP meetings in accordance with IDEA and Indiana special education regulations. The training curriculum must include a minimum of 10 hours of synchronous trainer-led instruction and 2–4 hours of asynchronous self-paced learning covering IEP meeting facilitation foundations, IDEA and special education processes, neutrality and process integrity, conflict resolution, high conflict dynamics, effective communication, meeting management, interest-based problem solving, ethics, and scenario-based role-play exercises. Training must be delivered between August 16 and September 18, 2026, in manageable blocks during weekday business hours (8:00 a.m. to 5:00 p.m. EST), completed within 1–2 weeks. All training materials must comply with Section 508 accessibility standards and be submitted at least 24 hours before delivery.

The estimated contract value does not exceed $15,000 unless otherwise negotiated. Pricing must be firm and valid for a minimum of 180 days from award. Proposals must include detailed cost summaries with line-item breakdowns covering all project logistics, meetings, and work time.

Proposals must demonstrate prior experience delivering virtual synchronous training to adult learners, detailed descriptions of virtual instructional methods and technology platforms, sample training materials, and staff qualifications with relevant certifications in conflict resolution, mediation, facilitation, or special education. Award notification is expected in August 2026. The solicitation includes provisions for MWBE and Indiana Veteran Owned Small Business Enterprise (IVOSB) subcontracting opportunities. The contractor must register with the Indiana Secretary of State and comply with mandatory clauses including nondiscrimination, drug-free workplace certification, E-Verify, FERPA, and ethics obligations. Proposals must be submitted via email to DOEProcurement@doe.in.gov; electronic submission through the Supplier Portal is not available.
