Sheet1
| RFQ 87813 Dispute Resolution Facilitated Individualized Education Program (FIEP) | ||
| Vendor Questions | ||
| No. | Question | IDOE Response |
| 1 | Are there any existing Indiana-specific Facilitated IEP materials, facilitator protocols, or tools that the contractor should align to, incorporate, or build from? | Thank you for the question. IDOE does not have Indiana‑specific Facilitated IEP materials, facilitator protocols, or tools that vendors are required to align with or incorporate. Contractors may use their own evidence‑based materials consistent with the requirements outlined in the RFQ. |
| 2 | What are the hiring criteria or current levels of experience for staff to participate in this training program? What qualifications would they hold to be selected? | Thank you for the question. This RFQ applies solely to the selection of a trainer and does not establish or define the specific hiring criteria or qualifications for future FIEP facilitators. IDOE will determine facilitator qualifications separately from this procurement process. |
For purposes of designing an effective training approach, vendors may assume that participants will enter the training with a strong foundational understanding of IDEA and IEP development requirements, and may include individuals such as licensed attorneys, IDEA mediators, or other professionals with substantial experience in the Case Conference Committee (CCC) process. However, these examples are provided only to illustrate the general level of participant knowledge and should not be interpreted as required or exclusive qualifications.
| 3 | Post-training, what criteria will IDOE use to determine that participants have demonstrated sufficient proficiency to begin facilitating FIEP meetings independently? | Thank you for the question. This topic falls outside the scope of the current RFQ. The RFQ seeks a trainer, and it is the Indiana Department of Education—not the selected contractor—who will determine the criteria for assessing facilitator readiness following training. For that reason, questions regarding IDOE’s post‑training proficiency standards are not applicable to this solicitation. |
| 4 | Should modules include defined performance thresholds (e.g., scoring rubrics, observed competencies) that must be met for successful completion of the training? | Thank you for the question. This RFQ does not require or contemplate the development of performance thresholds, scoring rubrics, or other competency‑based measures for participant completion. The purpose of this solicitation is to secure a trainer, and any determination of proficiency criteria or assessment standards for facilitators will be established solely by IDOE. For that reason, the inclusion of defined performance thresholds within training modules falls outside the scope of this RFQ. |
| 5 | If ongoing access to training materials (e.g., recordings, modules, facilitator guides) is expected beyond the training period, should this be included within the base scope of work, or is it considered outside the required deliverables? | Thank you for the question. Ongoing access to training materials—such as recordings, modules, or facilitator guides—beyond the defined training period is not included within the required deliverables of this RFQ. Any extended or indefinite access would fall outside the base scope of work and would need to be separately discussed with IDOE. |
However, the RFQ does include an expectation that the trainer will provide stand‑alone resources that participants can continue to use after the training concludes. These materials should be designed to support participants’ ongoing application of the skills learned, without requiring indefinite access to the trainer’s proprietary content or platforms. Trainers should not provide resources that would be unusable or inaccessible to participants once the training period ends.
| 6 | Will training materials developed under this contract be owned by IDOE, and is the contractor permitted to reuse or adapt those materials for other clients? | Under this contract, all training materials developed by the contractor will remain the property of the contractor. The Indiana Department of Education may request permission from the contractor to use these materials for internal follow‑up trainings, and such permission will be granted by the contractor as appropriate. |
| 7 | Will participants receive certificates of completion or continuing education credits, and if so, is the contractor responsible for developing and issuing this documentation or supporting IDOE in that process? | Thank you for the question. Participants will receive continuing education credits for completion of the training. IDOE will coordinate the issuance of these credits, and the contractor will support IDOE in this process as needed—for example, by providing attendance verification, training agendas, and any documentation required to confirm participant completion. Certificates of completion may be issued by IDOE, with contractor assistance. |
| 8 | How does IDOE define successful post-training implementation (e.g., number of facilitated IEPs conducted, reduction in disputes, participant satisfaction)? | Thank you for the question. IDOE’s focus for post‑training implementation is not tied to a specific number of facilitated IEP meetings or quantitative performance targets. Instead, successful implementation will be evaluated based on two primary factors: |
• The facilitator’s demonstrated readiness to conduct FIEP meetings independently, as shown through their ability to apply the facilitation framework effectively.
• Participant feedback regarding the perceived value and impact of the training, including the extent to which the training strengthened their skills and confidence in conducting FIEPs.
The number of facilitated sessions a participant completes after training will depend on the requests and needs of the schools, families, and stakeholders they serve, and therefore will vary. This RFQ does not establish a minimum number of sessions as a measure of success.
| 9 | Will IDOE provide ongoing oversight, mentoring, or quality assurance once facilitators begin conducting FIEPs independently, or is the contractor expected to support this transition? | Thank you for the question. Ongoing oversight, mentoring, or quality‑assurance activities for facilitators fall outside the scope of this RFQ. This solicitation is limited to securing a trainer to deliver the defined FIEP training modules. The RFQ does not include, anticipate, or authorize the contractor to provide post‑training support, supervision, or monitoring once facilitators begin conducting FIEP meetings independently. Any determination regarding ongoing oversight will be made internally by IDOE and is not a function of this contract. |
| 10 | Would IDOE consider value-added services, such as post-training coaching and fidelity checks? | Thank you for the question. While this RFQ does not require post‑training coaching, fidelity checks, or other value‑added services, IDOE will consider such elements if a vendor elects to include them within the proposed Scope of Work. Any value‑added services must remain within the parameters of the RFQ, including the total contract award and overall cost structure. |
| 11 | What are the evaluation criteria and relative weighting that will be used to score proposals (e.g., technical approach, experience, cost)? | Thank you for your question. IDOE will not be releasing evaluation criteria or relative weighting for this RFQ at this stage in the procurement process. All proposals will be reviewed in accordance with the requirements outlined in the RFQ, using internal evaluation procedures established by IDOE. Vendors should submit their strongest proposal based on the scope, deliverables, and parameters provided in the solicitation. |
