About this opportunity

The West Virginia Department of Administration, Purchasing Division is requesting quotes for direct care staffing services on behalf of the WV Veterans Nursing Facility in Clarksburg under CRFQ VNF2700000001, with bids due August 26, 2026 at 1:30 p.m. EST — note that Addendum 1 extended the original August 20 deadline.

The scope covers an open-end contract for Registered Nurses (RNs), Licensed Practical Nurses (LPNs), and Healthcare Service Workers (HSWs/CNAs) to staff the facility at 1 Freedoms Way, Clarksburg. Work consists of 12-hour shifts unless mandated for 16-hour shifts, with weekend coverage and minimum PRN eligibility of three days per month required. The facility anticipates 85–90% of staffing needs filled by agency personnel, representing approximately 19,200 annual hours across all disciplines, though no minimum volume is guaranteed. Vendors must submit fixed hourly rates for weekday and weekend shifts for each discipline, firm for the entire contract term including renewals with no future adjustments permitted. Premium pay includes double time for specified paid holidays (New Year's Day, Memorial Day, Independence Day, Veterans Day, Thanksgiving, Christmas) and time-and-a-half for important dates, plus a $1.00 per-hour differential for hours worked between 3:00 p.m. and 7:00 a.m.

Awards will be made to two vendors based on lowest overall total cost across all three disciplines combined. The initial contract term runs September 14, 2026 through September 13, 2027, with three renewal option periods, all subject to mutual written consent and approval from the Purchasing Division and Attorney General's office.

Vendors must have at least 12 months of direct care staffing experience, maintain Commercial General Liability Insurance of $1 million per occurrence, Automobile Liability Insurance of $100,000 per occurrence, and professional liability/malpractice coverage. Individual staff members must be registered with WVCARES upon submission for placement. Technical questions were due August 12, 2026 at 10:00 a.m. to Jessica Riley, Buyer, at jessica.l.riley@wv.gov or 304-558-0246.
