About this file

This Addendum 1 modifies the Direct Care Staffing Services Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division on behalf of the WV Veterans Nursing Facility in Clarksburg. The solicitation seeks an open-end contract for direct care staffing services including Registered Nurses (RNs), Licensed Practical Nurses (LPNs), and Healthcare Service Workers (HSWs/CNAs). The original technical questions deadline was August 12, 2026 at 10:00 AM. Addendum 1 extends the bid opening date and time to August 26, 2026 at 1:30 PM EST. The contract is anticipated to commence September 14, 2026, with awards to two vendors based on lowest overall total cost across all three disciplines combined. The initial contract term runs September 14, 2026 through September 13, 2027, with three renewal option periods. Staff will work 12-hour shifts unless mandated for 16-hour shifts, with specific requirements for weekend coverage, minimum PRN eligibility standards of three days per month, and mandatory holiday and important date staffing obligations.

The facility anticipates 85-90% staffing needs to be filled by agency personnel, with an estimated 19,200 annual hours across all disciplines, though no minimum volume is guaranteed. Vendors must submit fixed hourly rates for weekday and weekend shifts for each discipline that remain firm for the entire contract term including renewals, with no future rate adjustments permitted. The contract includes specific premium pay requirements: double time for paid holidays (New Year's Day, Memorial Day, Independence Day, Veterans Day, Thanksgiving, and Christmas), time-and-a-half for specified important dates, overtime compensation, and a $1.00 per-hour differential for hours worked between 3:00 PM and 7:00 AM. Vendors must have at least 12 months of direct care staffing experience, carry commercial general liability and automobile liability insurance with professional liability/malpractice coverage, and complete WVCARES registration for individual staff members upon submission for placement. The solicitation includes 143 vendor questions and answers addressing staffing logistics, compensation structures, scheduling requirements, and operational expectations. Budget amounts and historical spending information are not disclosed, with references directed to Freedom of Information Act requests. No local preference is applied, and Davis Bacon wages are not required.
