About this opportunity

Murray Developmental Center, a State of Illinois Department of Human Services facility in Centralia, is soliciting bids for temperature control maintenance and repair services, with bids due June 26, 2026 and a contract term running through June 30, 2027. Bidders must inspect the facility prior to submission — a mandatory pre-bid requirement that filters participation.

The scope covers comprehensive maintenance, routine repairs, and emergency services for the facility's temperature control systems, including the Delta 21 Central Control system and Schneider Electric Building Automation Systems across multiple buildings. Services include maintenance and repair of boilers, power plant monitoring systems, remote control equipment, intercom systems, pneumatic and electronic controls, transducers, relays, and associated equipment. The contractor must perform complete maintenance during spring and fall seasonal transitions and scheduled maintenance during normal business hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, with after-hours work available upon prior approval from the Facility Chief Engineer. The vendor must provide all labor, materials, tools, equipment, and incidentals, with reimbursement for parts and supplies upon submission of itemized invoices with supporting documentation.

The vendor must be licensed, insured, and bonded; maintain an adequate inventory of standard repair parts; demonstrate familiarity with all equipment systems; and comply with Illinois Department of Labor and OSHA codes. All replaced parts must be left with the Facility Chief Engineer, and the vendor must sign in and out at the power plant during service visits.

The contract is subject to Public Works Requirements under 820 ILCS 130/4 and prevailing wage requirements under 30 ILCS 500/25-60. Vendors must certify compliance with 34 distinct certification requirements covering legal eligibility, financial responsibility, ethical conduct, and regulatory adherence. The vendor must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability coverage of $1 million per occurrence, and workers' compensation insurance as required by law.
