About this opportunity
The Illinois Department of Human Services, Bureau of Pharmacy and Clinical Support Services, is requesting bids for clinical laboratory services at 14 mental health and developmental disability facilities throughout Illinois under IFB B-52955, with bids due August 4, 2026. A 7% Business Enterprise Program (BEP) goal applies; bidders must submit a compliant BEP utilization plan or the bid will be non-responsive. The goal requires not less than 7% of total contract dollar amounts be awarded to BEP-certified vendors, unless a waiver with documented good faith efforts is requested.
The scope encompasses comprehensive laboratory testing, analysis, and diagnostic services across all 14 facilities. Vendors must demonstrate appropriate licensing and certifications for clinical laboratory operations and compliance with state and federal regulations. Pricing is structured on a fee-for-service or volume-based model aligned with 2026 Medicare reimbursement rates; the Medicare Lab Fee Reimbursement 2026 pricing schedule is provided as the reference baseline.
Bids must be submitted electronically through BidBuy and include a vendor disclosure form, an offer to the state, a contract, a BEP utilization plan, and vendor pricing attachments. All bids must remain firm for 90 days following opening. The state will award to the responsive and responsible bidder submitting the lowest overall total price meeting all specified criteria. No bid bond or performance bond is required.
Written questions are due by 5:00 p.m. on July 22, 2026. A pre-submission conference may be mandatory; if so, timely attendance and sign-in are required for bid responsiveness. The contract may be partially or fully funded with federal funds, with the percentage disclosed upon award. The procurement is subject to Illinois Procurement Code and Illinois law. All bids become public record under the Illinois Freedom of Information Act unless confidential treatment is requested with statutory justification.
