About this file

This Invitation for Bid (IFB) is issued by the Department of Human Services (DHS), Bureau of Pharmacy and Clinical Support Services, for the State of Illinois to procure clinical laboratory services for 14 mental health and developmental disability facilities throughout Illinois. The IFB seeks qualified vendors to provide comprehensive laboratory testing and services to support the clinical operations of these state facilities. The solicitation outlines specific service requirements, performance standards, and operational expectations for laboratory service providers. Bidders are required to submit proposals by the specified due date, with evaluation based on factors including technical capability, pricing, experience with similar institutional settings, and ability to meet the state's quality and compliance requirements. The contract award is anticipated following the bid evaluation period, with the selected vendor(s) expected to commence services upon contract execution.

The pricing structure and specific contract terms, including compensation methodology, service fee schedules, and renewal options, are detailed within the IFB documentation. The solicitation may include set-aside provisions for disadvantaged or minority-owned businesses, consistent with Illinois procurement policies. Information regarding any incumbent contractor, current service levels, facility-specific requirements, and funding sources allocated for laboratory services is contained in the bid documents. Vendors must demonstrate financial stability, appropriate licensing and certifications for laboratory operations, and compliance with state and federal regulations governing clinical laboratory services. The contract term and any options to renew are specified in the IFB, along with performance metrics and service level agreements that vendors must meet throughout the contract period.
