About this opportunity

The State of Utah Division of Facilities Construction and Management (DFCM) is soliciting sealed bids through a Stage II Invitation to Bid for mechanical construction services to replace HVAC systems in the high bay area of Davis Technical College located in Davis County, Utah. This is a restricted procurement limited exclusively to contractors who have completed Stage I prequalification and currently appear on the DFCM Prequalified Contractors list as of the solicitation date. The scope of work encompasses removal and replacement of four rooftop cooling units with associated curbs, controls, and utilities; demolition of existing inline hydronic coils and piping; and demolition and replacement of existing exhaust fans. Deliverables include complete HVAC system installation with packaged rooftop units, direct evaporative air coolers, gas-fired radiant tube heaters, ductwork, piping, building automation system controls with BACnet/LonTalk communication protocols, shop drawings, coordination drawings, equipment startup and commissioning, 30-day system operation verification, minimum one-year warranties, and comprehensive operator training with operations and maintenance manuals. All work must comply with the International Building Code, ASHRAE standards, NFPA requirements, and Utah state regulations, with all mechanical equipment seismically rated per ASCE 7. Key project dates include a mandatory pre-bid meeting on May 5, 2026, at 1:00 PM at Davis Technical College; a questions deadline of May 14, 2026, at 3:00 PM; addenda posting by May 21, 2026, at 3:00 PM; bid submission deadline of June 4, 2026, at 3:00 PM via the U3P website; and subcontractor list submission by June 5, 2026, at 3:00 PM. The project completion date is December 15, 2026, with liquidated damages assessed at $250 per day for delays beyond the Substantial Completion date.

This procurement contains no designated set-asides for disadvantaged enterprises or minority-owned businesses; however, it is restricted to prequalified mechanical contractors only. All bidders must submit a 5% bid bond on AIA Document A310-2010 form, and the successful contractor will be required to provide performance and payment bonds on AIA Document A312-2010 forms equal to 100% of the contract sum. First-tier subcontractors with bid amounts of $20,000 or more must be listed and submitted within 24 hours of bid opening, with subcontractor changes after bid opening requiring written permission from the DFCM Director. Contractors must maintain qualified health insurance coverage for eligible employees as defined under Utah Code 26B-3-909, and failure to comply carries penalties including suspension from state contracting for three to six months on first and second violations, with potential debarment for subsequent violations. Contractors must also certify they are not subject to debarment or suspension, comply with all applicable state license requirements, and obtain necessary permits including fugitive dust plans and stormwater pollution prevention plans at their own expense. The construction budget is estimated at $300,000, with contractor performance evaluated at project completion and ratings below 4.0 potentially resulting in removal from the prequalified contractors list for at least one year.
