About this opportunity

The City of Santa Fe, New Mexico, through its Central Purchasing Division and Land Use Department, is seeking a professional consultant to develop a comprehensive Development Review Guide for land development and building code processes. The primary objective is to create a user-friendly, interactive digital guide that will serve developers, design professionals, city staff, and the general public by streamlining development approval and building permit procedures. The selected consultant will conduct a detailed review and analysis of existing processes, software, applications, forms, checklists, workflows, and policies, ultimately producing an assessment report with actionable recommendations to improve transparency, consistency, and efficiency. Key deliverables include a searchable and editable guide that incorporates national best practice standards for development review and building permitting. The procurement will follow a Best Value Approach with evaluation criteria consisting of: Scope/Level of Expertise Plan (35%), Value Added Plan (5%), Cost Proposal (30%), and Interview (30%). Proposals are due on August 1, 2025, at 3:00 PM Mountain Time, with a pre-proposal meeting scheduled for July 7, 2025, via MS Teams.

The RFP includes local business preference provisions, with Santa Fe-based businesses potentially receiving up to 6% additional points in the evaluation process. The contract will have an initial two-year term with an option to extend for an additional two years. The estimated project budget is approximately $75,000, with the final contract subject to City Manager and Governing Body approval. While specific set-aside designations for disadvantaged enterprises are not explicitly detailed, the procurement emphasizes compliance with Equal Opportunity Employment regulations. The project will require the selected consultant to engage in public outreach, conduct comprehensive process analysis, and develop a dynamic guide that can be easily updated by city staff. The final deliverable must be graphically engaging and designed to help streamline development and permitting procedures for the City of Santa Fe, aligning with the city's broader "Santa Fe Forward" strategic planning initiative.
