About this file
The document is a Request for Proposal (RFP) from the City of Santa Fe Purchasing & Contracts department, seeking a Land Use Planning Consultant to create a comprehensive Development Review Guide. The project aims to develop an interactive, searchable, and visually dynamic online document accessible to city staff, public members, developers, development agents, lawyers, architects, and contractors. The RFP (#25188) was released on June 27, 2025, with a pre-proposal meeting scheduled for July 7, 2025. The proposal responses are due on August 1, 2025, at 3 PM MDT, with potential interviews on August 7, 2025, and notification of the prioritized Best Value Supplier on August 11, 2025.
The procurement will utilize the Best Value Approach (BVA), which focuses on identifying and selecting experts based on multiple criteria including Scope/Level of Expertise (35%), Value Added (5%), Cost (30%), potential Interviews (30%), and Local Preference (3-6%). The estimated project budget is approximately $75,000, with an expected project duration of two years. Offerors will be evaluated on their ability to provide verifiable performance metrics, demonstrate expertise through past projects, offer value-added services, and potentially participate in interviews. Local New Mexico businesses may receive additional preference points if they meet specific certification requirements.

Best Value Approach (BVA)
Identifies Experts and utilizes their expertise to deliver high performing projects and services.
What is an Expert?
• “Seeing into the future” [preplans and mitigates risk]
• Tell the difference between conditions
• Simplify the plan for stakeholders [communicate through metrics] www.ksm-inc.com 3KASHIWAGI SOLUTION MODEL INC
City Background The Planning and Land Use Department (Department) is responsible for reviewing and approving all development applications and building permits while ensuring compliance with the city’s land development code, building codes and other relevant standards including accessibility and public safety requirements.
Currently the Department maintains an extensive number of checklists, applications, calendars, FAQs, policies and guides, but lacks a coherent and comprehensive guide covering all aspects of the development review and building permitting processes. In addition, the Department is engaged at various stages of implementation on several innovations including digital plan and permitting review, third party plan review and updates to both the Land Development Code and the General Plan.
The creation of the Guide will serve to capture and integrate these new process innovations, ensuring successful adoption and implementation for all users.
