About this opportunity
Miami-Dade County's Department of Transportation and Public Works is requesting proposals for joint development of approximately 5.6 acres of County-owned property adjacent to the SW 296th Street TransitWay Station, with proposals due August 17, 2026 and a pre-proposal conference on July 15, 2026 at 10:00 a.m. via Zoom.
The County seeks experienced developers with proven track records completing profitable, large-scale primarily residential or mixed-use developments, with experience in affordable housing and transit-oriented development preferred. The development must be primarily residential with a minimum of 12.5 percent workforce housing units (households with incomes up to 120 percent of Area Median Income) and is encouraged to maximize affordable units. The development site includes vacant, unimproved property and a surface parking lot containing 139 spaces; two additional parcels with approximately 2.21 acres and the existing surface parking lot are optional for redevelopment. If the optional parking lot is developed, a minimum of 200 permanent parking spaces must be reserved exclusively for transit patrons at no cost to patrons or the County. The developer must provide a minimum of 139 permanent parking spaces exclusively for transit patrons and 150 shared spaces for both transit patrons and development residents.
All development must comply with LEED Silver certification minimum or equivalent sustainable building standards. The lease term extends up to 99 years with periodic renewal options. The developer bears all costs for site preparation, environmental remediation, permits, approvals, utilities relocation, and off-site improvements; the County covers improvements related to County facilities.
Evaluation criteria total 1,400 points per committee member across nine categories: project plan and development approach (200 points), experience and past performance (125 points), key personnel and team experience (125 points), market and financial viability (125 points), project schedule (125 points), financial strength and capacity (100 points), sustainable building design (100 points), quantifiable community benefits (100 points), and other quantifiable County benefits (100 points). Financial evaluation considers the price offer and contributions to the South Dade Trail Project. The County reserves the right to conduct oral presentations with highest-ranked proposers and to negotiate final terms and pricing. Development requires approvals from the Federal Transit Administration, Florida Department of Transportation, and the Miami-Dade County Board of Commissioners. Anticipated award is in the fourth quarter of 2027.
