About this file

This is a Proposal Payment Schedule form for Request for Proposal No. RFP0000008 issued by Miami-Dade County Department of Transportation and Public Works for joint development at the SW 296th Street Transitway Station. The document provides multiple pricing proposal templates allowing developers to submit either a non-phased development proposal (Form 1A) or phased development proposals (Forms 1B for Phases 1 through 6). Proposers must complete applicable sections detailing annual development fees, initial annual rent during construction, annual rent upon Certificate of Occupancy, rent escalation percentages, station area improvements, maintenance of county-owned facilities, and contributions to the South Dade Trail Project. The total lease term, combining years of initial annual rent and annual rent payments, must equal 99 years. All development fees are non-refundable and payable upon execution of the Development Agreement, while rent becomes due after lease effectiveness and continues through the lease term with specified annual escalation rates.

The pricing forms are template-based with all line items currently populated at $0.00, requiring proposers to insert their specific financial offers. Development fees correspond to the proposed project schedule through lease closing and construction commencement, while initial annual rent covers the construction period and extends through Certificate of Occupancy issuance. Initial annual rent must exceed the proposed development fee. Proposers must itemize and quantify proposed improvements to county facilities, maintenance commitments spanning specified lease year ranges, and contributions to the South Dade Trail through both in-kind and financial donations with completion year targets. The document notes that delayed closing fees may apply if lease closing does not occur within the proposed timeframe, and full descriptions of all in-kind contributions must be provided in the complete proposal submission in accordance with Section 5.10 of the RFP document.
