About this opportunity
The City of Ocala is seeking proposals from qualified developers, builders, partnerships, and agencies to construct an affordable housing residential development on approximately 0.74 acres in the West Ocala Community Redevelopment Area under ITN GRM/260685, with proposals due August 26, 2026. A 15% race-neutral Disadvantaged Business Enterprise (DBE) goal applies to non-grant-funded projects. The prime contractor must perform a minimum of 30% of the work with its own forces.
The development scope requires a mix of single-family detached residential homes and open space on R-2-zoned city-owned property within an Opportunity Zone and Urban Job Tax Credit area. The project must comply with the West Ocala Vision and Community Plan, emphasizing walkability, connectivity, aesthetic design, and neighborhood vibrancy consistent with New Urbanism principles. Construction must commence within six months of closing (evidenced by site and building permits and ground breaking), and all units must achieve certificate of occupancy within 18 months from closing.
Prospective developers must demonstrate proven experience, financial resources, and professional expertise in residential development and affordable housing. The City reserves the right to request additional financial documentation and will monitor project progress through scheduled meetings to ensure adherence to the Development Agreement. Title transfer will not occur until all terms of the sale are complete; a reversion clause allows title to revert to the City if construction is not initiated within six months, with forfeiture of deposits.
Regulatory compliance includes Florida Statutes 287.087 (Drug Free Workplace), 448.095 (E-Verify employment verification), 287.133 (Public Entity Crime), and 287.135 (applicable for contracts of $1 million or more, addressing boycotts of Israel and business operations in Cuba, Syria, Sudan, or Iran's petroleum energy sector). Bidders must maintain all required licenses and certifications and provide proof of insurance per City standards. Questions are due August 6, 2026, at 5:00 p.m. EST. Proposals must be submitted electronically through www.bidocala.com or www.prorfx.com. The City's Selection Committee will review proposals, conduct interviews, and recommend one or more proposals to City Council for consideration.
