About this opportunity

Kane County, Illinois is requesting proposals for design and build of a complete turnkey inclined platform lift at the Kane County Government Center in Geneva, under RFP 26-055-DH, with proposals due August 21, 2026 at 10:00 a.m. (CT). The Illinois Prevailing Wage Act applies to the construction portion, requiring contractors to pay prevailing wage rates and submit certified monthly payroll records through the Illinois Department of Labor Payroll Portal.

The scope includes design services (incline platform lift design, drawings, structural and electrical engineering), permitting and code compliance review (with permit fees waived or paid by Kane County), and turnkey construction and installation (short wall or structure work as required, electrical power, fabrication, delivery, installation, startup, and training). The non-enclosed platform lift must span three steps (approximately 18 inches vertical rise) into the County Boardroom, comply with ASME A18.1 safety standards, accommodate a minimum rated capacity of 550 pounds, and include constant-pressure controls, interlocked gates, emergency stop functionality, and emergency battery-powered lowering.

Proposers must demonstrate experience designing and installing incline platform lifts, ability to provide turnkey services, financial and organizational stability, and compliance with all applicable Illinois licensing requirements. Kane County Ordinance No. 23-340 (Responsible Bidder Ordinance) requires documentation including workers' compensation coverage, tax compliance, apprenticeship program participation, and OSHA safety certifications.

Pricing shall be submitted as a lump sum turnkey cost with alternate pricing available for optional features and maintenance services. A 5% bid bond accompanies the proposal. Insurance requirements include commercial general liability ($2,000,000 general aggregate), business automotive liability ($1,000,000 combined single limit), statutory workers' compensation, and professional liability ($1,000,000 aggregate).

Evaluation criteria: pricing (50%), project approach and design (25%), qualifications and references (15%), project schedule and delivery (5%), and warranty and service support (5%). The awarded contractor will serve as subcontractor to R.C. Wegman Construction Company, acting as Construction Manager at Risk. Written questions are due August 18, 2026 at 10:00 a.m. (CT). A non-mandatory pre-proposal meeting and site visit occur August 12, 2026 at 2:00 p.m. at Building A.
