About this opportunity

The City of Toledo is requesting bids for demolition debris disposal site services through RFQ 1-8941, with bids due September 29, 2026 at 1:30 PM EST via the City's PlanetBids portal. The City of Toledo, Ohio's Department of Public Service, Division of Urban Beautification seeks disposal capacity for approximately 16,000 tons of demolition debris annually from its demolition program targeting public nuisance properties throughout the city.

Proposers must provide pricing on a per-ton basis (calculated to two decimal places) and accommodate City hauling operations Monday through Friday, 7:30 a.m. to 4:00 p.m. and Saturday, 7:30 a.m. to 1:00 p.m. using single-axle trucks, tandem-axle trucks, packer trucks, and semi-trucks. The contract term is one year with options for three additional one-year renewals, commencing in 2027. All proposers must obtain required EPA permits and comply with applicable EPA regulations and state laws. Proposers assume full responsibility for debris upon delivery and must indemnify the City against all claims related to operations on their premises.

Bid evaluation uses "lowest and best" offer criteria considering bid price, past work and experience with the City of Toledo, and local preference as applicable under Toledo Municipal Code Section 187.34. A mandatory bid guaranty is required in the form of a cashier's check or bid bond made payable to the City of Toledo; bids without a guaranty are non-responsive.

Proposers must submit project paperwork, line items, a signed contract, vendor registration, W-9, insurance certificates naming the City as additional insured, EEO compliance certification, debarment certification, and worker's compensation certificate. Living wage requirements apply to all contracts exceeding $10,000, mandating a minimum of $17.45 per hour (or $20.63 without single-coverage health benefits). The bid opening is scheduled for 2:00 PM EST via Zoom on September 29, 2026. Contracts exceeding $100,000 require Commercial General Liability of $2 million, Comprehensive Automobile Liability of $1 million per occurrence, and Umbrella liability of $5 million.
