About this file
This is an Annual Paperwork Packet for the City of Toledo containing mandatory contractor certifications and compliance documentation required for all vendors bidding on city contracts in 2026. The packet includes several critical forms that must be submitted with every bid submission through the City of Toledo's PlanetBids portal, effective for contracts advertised on or after March 13, 2026. Beginning with that date, vendors will only need to submit these documents once for the duration of all contracts with the City, provided no changes occur to the information provided. The required documentation includes Equal Employment Opportunity Certification, Living Wage Affidavit, Certification Regarding Debarment and Suspension, and additional project-specific paperwork such as Primary Subcontractor Agreements and Best Bid Criteria acknowledgments. Bid submissions must include a bid guaranty in the form of either a cashier's check made payable to the City of Toledo or a bid bond, with bids priced to two decimal places.
The Living Wage requirements mandate that employees working directly on city contracts must be paid no less than $17.45 per hour (or 110% of the updated federal poverty level for a family of four, whichever is greater), with additional compensation requirements of $20.63 per hour if single-coverage health benefits are not provided. The City offers eight exemptions to living wage requirements, including organizations employing fewer than 25 persons, nonprofits providing cultural or educational services, and recipients of Davis Bacon Act funding. The debarment certification requires contractors to affirm they have not been convicted of fraud, criminal offenses, or antitrust violations within the preceding three years and have not had prior public contracts terminated for cause. Contractors must also certify compliance with child support obligations and provide tax registration documentation. All subcontractors and vendors must meet the same compliance requirements, with contractors responsible for ensuring adherence throughout their supply chain.
