Vendors must maintain commercial general liability insurance with a minimum of $1,000,000 general aggregate and $500,000 per occurrence, workers' compensation insurance, and business automobile liability coverage of $500,000 combined single limit. The bid submission deadline was extended to May 17, 2022 at 3:00 PM Arizona Time, with all questions regarding the solicitation required to be submitted in writing through the Discussion Forum in the Arizona Procurement Portal (APP). The contract period is 12 months with options for four supplemental renewal periods of up to 12 months each for a total possible term of 60 months, and vendors must submit all required documents including the Offer and Acceptance, Designation of Confidential Information, Certificate of Corporate Authority, and proof of applicable licenses.

This procurement is restricted to small businesses as defined by Arizona Revised Statute 41-2535(B), which limits eligibility to entities with fewer than 100 full-time employees or gross annual receipts of less than $4 million for the last complete fiscal year. Vendors are required to acknowledge all three solicitation amendments (Amendments 01, 02, and 03) by signing and submitting them with their bid, and any company that previously submitted a bid in an earlier round must resubmit their complete bid and attachments to remain eligible for consideration; failure to resubmit will result in negation of the previous submission. Bidders must submit a minimum bid amount of $1.00 in the Arizona Procurement Portal along with their proposed percentage discount for future purchases of related railroad tools and accessories, with failure to enter the $1.00 minimum amount resulting in the bid being classified as a "No Bid" and excluded from evaluation. No specific budget range or estimated award value is provided in the solicitation documents. Payment terms must comply with Arizona Revised Statute requirements of Net 30 days minimum upon receipt and acceptance of goods, and the State of Arizona is exempt from state and local transaction privilege taxes and Federal Excise Tax.
