About this opportunity
The Alabama Department of Conservation and Natural Resources is requesting bids on removal and installation of outboard motors on a state net/shock boat for fisheries operations, with proposals due September 14, 2026 and questions due August 12, 2026. The vendor must be located within 100 miles of Montgomery, Alabama, a geographic eligibility filter tied to boat transport and warranty service logistics. No third-party vendors or subcontractors are permitted; all work must be performed directly by the selected vendor.
The scope requires removal of two existing Mercury Optimax outboard motors and installation of two new Mercury 115hp 4-stroke motors (model #1115F232D or equivalent) with specified technical parameters: 25-inch shaft length, inline-4 configuration, 5300–6300 RPM wide-open throttle range, maximum 375-pound weight, 2.1-liter minimum displacement, 2.07:1 minimum gear ratio, 35-amp minimum alternator, power trim and tilt, electronic fuel injection, and black cowling. The motors must be compatible with the boat's existing gauges, throttle cables, and control systems. Installation includes metal skeg guards on each motor, two 3-blade propellers (12.5-inch diameter, 23-inch pitch, model #77350A45 or similar), two backup propellers, and new fuel lines. Vendors proposing alternate motors must submit complete brand, make, model, product literature, and photographs with their bid. Warranty coverage is minimum twelve months, including all parts, labor, and freight for defective equipment, commencing upon service date.
Equipment must be new and unused, acceptable by the original equipment manufacturer for maintenance, with freight charges included on an F.O.B. destination basis. All materials and labor must comply with applicable local codes and industry standards. Award will be made on an all-or-none basis to the lowest responsible bidder meeting all specifications. Bidders must submit responses through the Alabama Buys supplier portal and register in the system. The state processes payments thirty days in arrears following invoice receipt.
