About this file

This document contains the terms and conditions for an Invitation to Bid (ITB) issued by the Alabama Department of Conservation and Natural Resources (DCNR) for boat motor removal and installation services. The solicitation requires bidders to submit proposals through the Alabama buys supplier portal, with a question deadline of August 12, 2026, at 5:00 PM. Vendors are expected to provide complete descriptive and technical literature for any alternate items proposed with their bids, as references to literature from previous bids will not be accepted. The State reserves the right to conduct physical inspections and operational evaluations of submitted equipment at no cost or obligation.

Award will be made on an "all or none" basis to the lowest responsible bidder that meets all specifications. All equipment must be new and unused, acceptable by the original equipment manufacturer for maintenance, with freight charges included in bid prices on an F.O.B. destination basis. Equipment is warranted for a minimum of twelve months, covering all parts, labor, and freight costs for repairs and replacements of defective equipment, excluding accidents, misuse, and negligence, with warranty commencing upon the date the equipment is put into service. Materials and labor must comply with applicable local codes and industry standards. The State of Alabama processes payments thirty days in arrears following invoice receipt, and any additional information requested from suppliers must be furnished within five business days.
