About this file
This is a specifications document for the Alabama Department of Conservation and Natural Resources (DCNR) detailing the removal and installation of outboard motors on a net/shock boat used for fisheries operations. The project involves removing two existing Mercury Optimax outboard motors from a single vessel, transporting them on pallets via ADCNR work trucks, and installing two new Mercury 115hp 4-stroke motors (model #1115F232D or equivalent) that are compatible with the boat's existing gauges, throttle cables, and throttle control systems. The new motors must meet specific technical requirements including a 25-inch shaft length, inline-4 engine configuration, 5300-6300 RPM wide-open throttle range, maximum weight of 375 pounds, 2.1-liter minimum displacement, 2.07:1 minimum gear ratio, 35-amp minimum alternator, power trim and tilt capability, and electronic fuel injection with black cowling. The vendor must also install metal skeg guards on each motor, provide two 3-blade propellers with 12.5-inch diameter and 23-inch pitch specifications (model #77350A45 or similar) on the motors, supply two additional backup propellers, remove and install new fuel lines, and provide warranties on both motors and labor.
The vendor must be located within 100 miles of Montgomery, Alabama, to facilitate boat transport, motor installation, and future warranty service, with DCNR responsible for transporting the boat to and from the vendor's facility. Vendors must submit warranty information with their bids and, if proposing alternate motors, must include brand, make, model, product literature, and photographs with their bid submission. No third-party vendors or subcontractors are permitted; the selected vendor must perform all work directly. Pricing terms, specific due dates, and contract award information are not detailed in this specifications document.
