About this opportunity

The Michigan Department of Transportation is requesting proposals for janitorial, grounds maintenance, and snow removal services at the Davisburg Rest Area in Macomb County under RFP No. 260000002416, with proposals due August 18, 2026, at 3:00 p.m. EST and a mandatory pre-proposal meeting on August 11, 2026, at 10:00 a.m. EST via Microsoft Teams. The award will be made to the responsive and responsible bidder with the lowest price who meets all pass/fail evaluation criteria.

The scope encompasses 24/7 on-site janitorial staffing; restroom cleaning between 6:00 a.m. and 8:00 a.m. with spot cleaning every two hours; lobby, entrance, and storage maintenance; seasonal flower bed preparation and planting; sidewalk and plaza power washing; bi-weekly mowing across 12.1 acres; and snow and ice removal estimated at 25 occurrences annually with one-hour emergency response requirement. Snow removal must be completed by 7:00 a.m. for accumulations of 2 inches or more on any day, including weekends and holidays. The contractor furnishes all cleaning supplies, equipment, and materials meeting MDOT specifications and must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million per accident, and workers' compensation per state law. All employees require pre-employment and random drug testing, national criminal background checks, and identification badges. Liquidated damages of $500 per day apply for late contract completion and $1,000 per individual per day for unauthorized removal of key personnel.

The contract term is three years, commencing October 31, 2026, and concluding October 30, 2029, with two optional one-year renewal periods at the State's sole discretion. Pricing is firm for the entire term with no escalation. Bidders must submit detailed hourly wage rates for attendants and pricing per service occurrence for each service category via SIGMA VSS in modifiable formats. Questions are due August 12, 2026, with state responses posted by August 14, 2026. All proposals become public records upon receipt. A Confidential Treatment Form must be submitted with every proposal regardless of whether confidential treatment is requested; failure to submit may result in disqualification.
