About this file
This file is a Schedule B.3 snow removal specifications document for the State of Michigan, issued under Request for Proposal (RFP) No. 260000002416 for Janitorial, Grounds, and Snow Services at the Davisburg Rest Area in the Metro Region. The specifications detail snow and ice removal requirements as part of a broader service contract. Snow removal must be completed by 7:00 a.m. following any accumulation of 2 inches or more of snow on any given day, including weekends and holidays, with multiple service trips required during heavy snowfall events. The contractor is responsible for clearing entrance ramps, car parking areas, truck parking areas, and exit ramps while ensuring snow is not piled to create vision obstructions or hazards to the public. Snow storage must comply with a provided map or areas designated by the Program Manager, and state law prohibits pushing snow across or onto adjacent roads and shoulders. The contractor must respond to emergency calls for additional snow or ice removal services within one hour of notification and must notify the Program Manager no later than the next day after work is performed.
The specifications establish that contractors must furnish, operate, and maintain all necessary equipment to keep driving surfaces free from ice and snow, and equipment failure does not constitute an acceptable reason for service non-performance. Contractors are prohibited from storing snow removal equipment on state property, and the State assumes no responsibility for theft, vandalism, or damage to contractor equipment. Deicer must be applied using granular or approved liquid products when hard-packed snow or ice remains after snow removal or during periods of freezing precipitation as directed by the Program Manager. The Program Manager retains the right to inspect all equipment for compliance with local, state, and federal codes and may reject equipment that does not meet contract standards. Any accidents or damages must be reported immediately to the Program Manager.
