About this opportunity

The Pennsylvania Department of Transportation (PennDOT) District 11 is soliciting bids for districtwide graffiti removal services on state-owned properties in Allegheny, Beaver, and Lawrence Counties, with bids due October 19, 2026 at 1:00 PM EST. This procurement is restricted to small businesses certified through the Department of General Services' self-certification process at www.smallbusiness.pa.gov, with certification required at bid opening.

Work includes graffiti removal from state-maintained facilities and adjacent areas along state highways, primarily bridge structures in Allegheny County. The contractor must remove graffiti from metal, concrete, stone, and other materials using approved methods—painting, chemical cleaning, or propelled abrasives—subject to PennDOT approval. Mobilization is required within three business days of notification during normal operations or by the next calendar day for emergencies, with work completed within 15 business days unless otherwise agreed. Regular work hours are Monday through Friday, 7:00 AM to 3:00 PM; overtime requires prior written permission. Typical monthly commitment is two to three days. The contractor must provide all equipment, materials, labor, tools, insurance, and safety devices, and is responsible for repairing or replacing any property damage at no additional cost.

Compensation is hourly for crew services, based on actual onsite time including preparation, execution, and cleanup but excluding travel time. Emergency mobilization, arrow boards, and flagmen services are billed separately. Payment is made via ACH transfer within 30 days of receipt of a proper invoice using the Confirmation of Service Form (OS-501).

The initial contract term is two years with two optional one-year renewal periods, subject to up to 3% annual price increase upon departmental approval. The Commonwealth reserves the right to award by single bidder or by line item. Bidders must submit certifications for lobbying disclosure, Iran Free Procurement compliance, domestic workforce utilization, worker protection and investment, and contractor responsibility. Enhanced minimum wage provisions and prevailing wage requirements apply. Questions are due October 15, 2026 by 1:00 PM EST. No pre-bid conference is scheduled.
