About this opportunity

The Oregon Department of Transportation (ODOT) is requesting proposals for a cloud-based Software-as-a-Service (SaaS) replacement of its legacy Commercial Vehicle Information Exchange Window (CVIEW) system under RFP S-73000-00017493, with proposals due July 23, 2026 and questions due 10 calendar days prior to opening via the OregonBuys e-procurement platform.

The scope consolidates commercial motor vehicle safety and credential data from federal sources (FMCSA SAFER and PRISM systems) and Oregon state systems (IRP, IFTA, WMT, and CVR) into a single platform serving enforcement officers, credentialing staff, auditors, and tax personnel. Delivery spans three phased implementations: Phase 1 (Q4 2027) for core platform deployment and federal data ingestion; Phase 2 (July 1, 2029) for Oregon credential and permit system integration; and Phase 3 (Q4 2030) for external data exchange integration. The legacy system operates in parallel through Phase 3 completion before decommissioning. The contractor must provide comprehensive project management, maintain designated Key Persons (Project Manager, Lead Business Analyst, Lead Technical Manager) throughout all phases, comply with Project Management Institute (PMI) standards and Oregon Department of Administrative Services (DAS) Enterprise Information Services (EIS) IT standards, achieve federal certification (ITD Core and PRISM Full), and maintain U.S. data residency. A one-year Warranty Period follows production deployment completion, after which the Agency assumes annual support and maintenance costs.

The initial contract term is 10 years with options for additional renewal years at ODOT's discretion. ODOT anticipates awarding one contract. Proposers must be OregonBuys-registered vendors with prior implementation of a commercially available, cloud-hosted CVIEW or comparable system currently in production with a minimum of two public sector transportation agencies. Evaluation employs competitive sealed proposal scoring: proposer qualifications (25 points), system design and implementation approach essay (30 points), system requirements conformity (pass/fail), system requirements capability (100 points), implementation plan and Statement of Work (40 points), viable additional features (10 points), proposal clarity (5 points), and price (30 points), totaling 240 possible points. ODOT reserves the right to conduct multiple rounds of competition including interviews, demonstrations, and best and final offers. No pre-proposal conference will be held.
