About this opportunity

The Minnesota Department of Public Safety is requesting proposals for custom emergency hazmat apparatuses with responses due September 11, 2026 at 4:00 p.m. Central Time through the SWIFT Supplier Portal. Responders certified as Targeted Group, Economically Disadvantaged, or Veteran-Owned businesses receive a 12 percent preference; eligible DEED/DHS providers receive a 6 percent preference per Minnesota Statutes.

The scope is design and manufacture of Ford F-Series chassis-based vehicles equipped with comprehensive emergency response capabilities meeting NFPA 1901 standards. Specifications span 166 items including suspension systems, aluminum body construction, advanced lighting, electrical components, storage compartments, and safety features. The vehicle must be delivered by December 1, 2027, or on a date agreed upon by the Department. Responders must provide one-year body warranty, five-year aluminum body and paint warranties, technical documentation including digital manuals and wiring diagrams, in-process construction photos at six intervals, and NFPA-required electrical system testing documentation. All responses require specification compliance confirmation through yes/no responses with explanations for negative responses or state-approved alternatives.

The estimated total dollar value for one year is between $1.5 million and $2 million; this is not construed as a minimum or maximum obligation. The anticipated contract term runs September 2026 through August 2027, with an option to extend up to an additional four years in increments determined by the State. Responder cost proposals and terms must remain firm for 180 days.

Evaluation occurs in three phases: Phase 1 assesses responsiveness and mandatory pass/fail requirements; Phase 2 scores Acceptance of State's Terms and Conditions (100 points), Specifications Requirements & Responder Capabilities (500 points), and Cost Detail (400 points), plus potential preference points; Phase 3 selects finalist(s) based on best value. The State anticipates completing evaluation and selection by September 12, 2026. Questions are due September 2, 2026 at 2:00 p.m. Central Time to Matthew Figgins, Acquisition Management Specialist. The State reserves the right to award to one or multiple responders, negotiate with multiple responders, reject all offers, or cancel the solicitation.
