About this opportunity
The South Carolina Department of Transportation is soliciting proposals for custodial services, building systems maintenance, and repairs at 19 rest area complexes and 7 truck parking areas statewide, with proposals due August 18, 2026 at 2:30 PM and a pre-proposal conference on July 15, 2026 at 11:00 AM.
The solicitation is open to governmental units. Site visits are encouraged but not mandatory. The contract term is three years with two optional one-year renewals, commencing August 26, 2026. Staffing must provide on-site personnel from 7:00 AM to 11:00 PM daily with 24/7/365 on-call emergency response capability. Offerors must submit fixed pricing for all services, uniforms, equipment, materials, and supplies. The contractor covers material costs for minor repairs up to $10,000 annually per facility; SCDOT reimburses material costs exceeding that threshold, though the contractor remains responsible for all labor costs. SCDOT retains responsibility for utilities, grounds maintenance, snow and ice removal, and contract oversight.
All personnel must pass background checks and comply with federal, state, and local labor laws. No set-asides, living wage requirements, or union stipulations apply. Uniforms must be contractor-provided and SCDOT-approved. Facilities must be maintained in safe, clean, sanitary, and operable condition in accordance with defined performance standards outlined in the Rest Area Inspection Form Quality Assurance Checklist.
The pre-proposal conference is available via dial-in (1-833-523-3710, Participant Code 642709) or in-person at SCDOT, 955 Park Street, Columbia, SC 29201; registration is required by July 14, 2026 at 5:00 PM. Questions are due July 16, 2026 at 12:00 PM. Award notification is posted October 1, 2026. Offerors must acknowledge Amendment #1, which updated the pre-proposal conference date from June 4 to July 15, 2026 and revised the dial-in conference ID.
