About this file

This is a custodial services solicitation document issued by the South Carolina Department of Transportation for maintenance and operational support at 19 rest area complexes and 7 truck parking areas statewide. The solicitation seeks proposals for custodial services, building systems maintenance, and repairs across all designated facilities. A mandatory pre-proposal conference is scheduled for July 15, 2026 at 11:00 AM, available both in-person at SCDOT headquarters (955 Park Street, Columbia, SC 29201) and via dial-in conference. Site visits are encouraged but not mandatory for prospective bidders. Proposals are due August 18, 2026 at 2:30 PM, with award notification posted October 1, 2026. The contract term is three years commencing August 26, 2026, with two optional one-year renewal periods. Contractor personnel must provide on-site coverage from 7:00 AM to 11:00 PM daily with 24/7/365 on-call emergency response capability. Questions must be submitted by July 16, 2026 at 12:00 PM, and registration for the pre-proposal conference is required by July 14, 2026 at 5:00 PM.

All pricing must be submitted on a fixed basis covering services, uniforms, equipment, materials, and supplies. The contractor is responsible for material costs up to $10,000 annually per facility, with SCDOT reimbursing costs exceeding that threshold; however, the contractor remains responsible for all labor costs regardless of the repair scope. SCDOT retains responsibility for utilities, grounds maintenance, snow and ice removal, and contract administration. All contractor personnel must pass background checks and comply with federal, state, and local labor laws. Uniforms must be contractor-provided and SCDOT-approved. Facilities must be maintained in safe, clean, sanitary, and operable condition per the Rest Area Inspection Form Quality Assurance Checklist. The solicitation is open to governmental units only, with no set-asides, living wage requirements, or union stipulations. Amendment #1 updated the pre-proposal conference date from June 4 to July 15, 2026 and revised the dial-in conference identification code.
