About this opportunity

The Tennessee Department of Environment & Conservation is requesting bids for tree removal services at Cumberland Mountain State Park in Crossville, Tennessee, under ITB 32701-13986, with proposals due September 16, 2026 at 2:00 p.m. CDT. Bidders must hold an active Tennessee contractor license in classifications BC, BC-B, BC-B(sm), BC-C, BC-29, or S-Tree Trimming prior to bid submission — a mandatory eligibility gate.

The scope comprises removal of 238 hazardous trees, grinding of 72 stumps, site restoration including leveling and seeding, and debris disposal at park-designated locations. All work must be completed between contract execution and November 30, 2026, during regular business hours (Monday–Friday, 8:00 a.m. to 4:30 p.m.) coordinated with the Park Manager. A mandatory pre-construction conference and final inspection must be scheduled with Facilities Management and Park representatives before work begins and final payment is issued. The contractor must locate and protect all utilities; any damage must be repaired within 24 hours. Workmanship is warranted for one year; materials are warranted per manufacturer specifications. The contractor is responsible for site restoration in "broom clean" condition and may not use day laborers or temporary labor without express written Facilities Management approval.

The contract is a one-time purchase with no renewal options and fixed, firm pricing on an F.O.B. destination basis excluding state taxes. Maximum liability exceeds $150,000; a payment bond equal to 25 percent of maximum liability is required. Insurance must include workers' compensation, commercial general liability, and automobile liability coverage. Site visits are required; the documents note no allowances for quotation errors due to failure to visit the site. A pre-response conference is scheduled for August 25, 2026 at 10:00 a.m. CST at the park site, with attendance encouraged but not mandatory. Written questions are due August 27, 2026 at 2:00 p.m. CST. Award will be made to the lowest-cost responsive and responsible bidder. The contract administrator is Sydney Loomans at 615-253-7266 or sydney.loomans@tn.gov. Bidders must be registered with the Tennessee Supplier Portal and the Tennessee Department of Revenue for sales and use tax collection prior to contract issuance.
