About this opportunity
The Colorado Department of Corrections is requesting qualifications for architectural and engineering professional services to design fire alarm improvements at Four Mile Correctional Center (FMCC) in Canon City, with qualifications due August 19, 2026 and a mandatory pre-submittal conference and site tour on July 29, 2026 (registration deadline July 14).
The scope is design-phase services for replacement of the existing Simplex MAPNET system with a Simplex 4020 Simplex IDNET fire alarm network across the 121,948-square-foot facility comprising 27 buildings. The current system exhibits multi-generational networked and non-networked panels, electrical shorts, ground faults, programming issues, and broken detectors. Work must comply with National Fire Code (NFPA 72), local building codes, and Buy Clean Colorado Act requirements for eligible materials (asphalt, cement, concrete, glass, steel, wood structural elements) meeting specified global warming potential limits. Colorado labor must comprise at least 80% of the workforce under C.R.S. 8-17-101.
The estimated project cost is $4,470,890 using a Design/Bid/Build delivery approach. Design services are anticipated to commence the week of September 28, 2026, following contract negotiation the week of September 14. Short-list announcements are expected the week of August 24, with oral interviews during the week of August 31 and selection the week of September 7.
Minimum qualifications require two projects exceeding $2 million in hard costs using Colorado office expertise, operation under the same business name for two years, no prior State termination for non-performance, and execution of the required Acknowledgment and Attestation Form. Evaluation criteria include project team qualifications, firm capabilities and references, project approach addressing budget control and quality assurance, equity and diversity initiatives, and work location proximity to Canon City. All submittals become State property and will not be returned.
