About this opportunity
The State of Colorado Department of Corrections is requesting qualifications for architectural and engineering design services on two capital improvement projects at Fremont Correctional Facility in Canon City, under RFQ 2026000049, with qualifications due August 18, 2026 at 12:00 p.m. via BidNet Direct and a mandatory pre-submittal conference and site tour on July 29, 2026 at 2:00 p.m. (registration due July 14). Colorado labor must perform at least 80 percent of the work, and preference shall be given to Colorado resident vendors.
The scope comprises design services under Design/Bid/Build delivery for Living Unit 7 Shower Improvements (estimated project cost $2.343652 million) and General Population ADA Improvements (estimated project cost $3.077054 million). The selected firm will execute design phases from pre-design through post-construction under State Form SC-5.1 Architect/Engineer Agreement. Both projects are subject to Colorado's Buy Clean Colorado Act, requiring specification of Environmental Product Declarations for eligible materials (asphalt, cement, concrete, glass, steel, and wood structural elements). All persons accessing Fremont Correctional Facility must complete Colorado Department of Corrections Form AR 300-27C (Consent to Search) and facility security clearance procedures, typically submitted ten days in advance of anticipated access.
Minimum qualifications include no prior state termination for non-performance, operation under the same business name for at least two years, and demonstrated design experience on at least two projects each exceeding $2.5 million in hard costs using Colorado office expertise. Attendance and sign-in at the mandatory pre-submittal conference and submission of the completed Acknowledgment and Attestation Form are required.
Evaluation criteria across prequalification and oral interview phases are project team qualifications, firm/team capabilities, prior experience, project approach (budget methodology, quality control, schedule management), equity and diversity inclusion practices, and work location proximity. Short-list announcement is anticipated the week of August 24, 2026; oral interviews the week of September 14; selection the week of September 21; contract negotiation the week of September 28; and design start October 12, 2026.
