About this opportunity

Guilford Technical Community College is requesting proposals for in-person law enforcement and criminal justice training instruction during the 2026–2027 fiscal year, with proposals due August 17, 2026 at 3:00 p.m. ET. This is an Indefinite Delivery, Indefinite Quantity blanket purchase order, and vendors must be current, former, or retired sworn investigators with investigative background on course topics—a core eligibility requirement that filters the bidder pool.

The scope encompasses ten specialized courses for in-service North Carolina law enforcement officers: Basic Crime Scene Investigations (24 hours), Death and Homicide Investigations (40 hours), First Line Supervisors School (40 hours), Hotel/Motel Interdiction (24 hours), Introduction to Financial Crimes (16 hours), Leadership on the Line (16 hours), Mentoring the Underperforming Employee (16 hours), Robbery Investigations (8 hours), Sexual Assault Investigations (16 hours), and Tactical Crime Control and Community Engagement (16 hours). Vendors must provide all printed instructional materials and supplies per student at no additional cost to GTCC, and vendors bear travel and meal per diem expenses. Vendors must possess the ability to produce credentials or certificates and conduct criminal background checks on all proposed employees at vendor expense.

Pricing is submitted on a per-course basis. GTCC estimates an average enrollment of twenty-five students per course but provides no guarantee of minimum or maximum course offerings; GTCC pays only for services actually rendered. The initial contract term runs one year from execution or July 1, 2026, whichever is later, with options for up to two additional one-year renewal terms at the State's discretion. Evaluation criteria prioritize technical approach, vendor experience, and pricing in that order. Vendors must register with the North Carolina Secretary of State before award and comply with all federal and state employment and non-discrimination requirements. Questions are due August 3, 2026, with responses provided by August 10, 2026.
